Look past the shine
A clean guitar can still need expensive work. A rough-looking guitar can sometimes be a great instrument with simple needs.
Check the expensive things
Frets, neck angle, truss rod function, cracks, bridge lift, electronics and hardware matter more than fresh strings.
Budget for reality
If the guitar needs a setup, fretwork, nut work or electronics repair, include that in the real purchase price.

Only if the adjustment is reversible and you understand what you are changing. If a part feels stuck, tight or risky, stop.
